All-Inclusive Overwater Bungalows in the Maldives
Yes, you can stay in an overwater bungalow in the Maldives on an all-inclusive plan, and at some resorts it is the only way to book. The most inclusive are Kudadoo and Soneva Jani, followed by COMO Maalifushi, OZEN LIFE MAADHOO, Cora Cora and Hurawalhi. Plans vary a lot, so check whether spa, diving, the underwater restaurant and transfers are covered before you compare rates.
“All-inclusive” means very different things from one Maldives resort to the next. Almost every plan you will see falls into one of these three groups, and the group matters more than the resort’s star rating.

Standard all-inclusive
Meals at the main buffet restaurant, house wine, beer and spirits at set hours, and soft drinks. Little or no minibar, spa or excursions.
Common at mid-range resorts. Rare with the best overwater villas.

Premium all-inclusive
Dine-around at several restaurants, premium brands and Champagne by the glass, a daily minibar, non-motorised water sports and one or two excursions.
The most common plan with luxury water villas: Cora Cora, Dhigali, Hurawalhi, Lily Beach.

Close to everything: dining anywhere, wines from a long list, spa treatments, diving, excursions and sometimes transfers.

The best all-inclusive overwater bungalows in the Maldives
Ten resorts where we regularly book water villas on all-inclusive plans, from almost everything included down to simpler plans with smaller villas. Each card shows what the plan covers and what it leaves out.

Kudadoo has just 15 residences and every one of them stands over the water: 13 one-bedroom Ocean Residences of 300 sq m and two two-bedroom residences of 380 sq m, each with a 44 sq m infinity pool. There are no menus, only suggestions, and you can eat whenever and wherever you like. Hurawalhi, its sister resort, is a short boat ride away.

Soneva Jani’s newer Chapter Two villas, 27 Water Reserves reached by a winding jetty, come with Soneva Unlimited in the rate. It covers dining at the bars, restaurants and in your villa, Michelin-starred guest chef dinners, wines from the Unlimited list, diving, spa treatments and children’s activities. Many Water Reserves have a slide from the upper deck into the lagoon and a roof that opens over the bed.

Skip it if you want a small, quiet island. Soneva Jani is big, social and busy with families in the holidays.
COMO Maalifushi is far south in Thaa Atoll, with a 120 sq m Water Villa and a two-bedroom Maalifushi Water Villa of 213 sq m, both with private pools. The all-inclusive stay covers breakfast at Madi, three-course lunches and dinners at Madi, Thila and the Japanese restaurant Tai, drinks by the glass, a daily in-villa bar and a good list of group excursions.

OZEN LIFE MAADHOO is the only resort on this list where the underwater restaurant is part of the plan. The Indulgence plan includes dining at M6m, six metres below the surface, as well as a dine-around of the resort’s other restaurants, a minibar refilled twice a day and unlimited snorkelling trips. It is 45 minutes by speedboat from Malé, so you can arrive late and skip the seaplane.

Skip it if you want a remote island. Being close to Malé means you see other resorts on the horizon.
Cora Cora sells every stay on its Premium All-Inclusive plan, so there is nothing to compare on meal plans. Lagoon Pool Villas are 86 sq m with a 13 sq m pool, the adults-only Duplex Lagoon Pool Villas 149 sq m with a 24 sq m pool, and the Two Bedroom Lagoon Pool Villas with Slide 234 sq m for families.

Skip it if you want a quiet, grown-up island. Cora Cora is lively, with music and plenty of families.
Hurawalhi is for adults aged 15 and over, and its Ocean Villas (105 sq m) and Ocean Pool Villas (132 sq m) stand over a big, calm lagoon in Lhaviyani Atoll. The all-inclusive plan covers meals at Canneli, dine-around at Kashibo and JFK, drinks at the bars and a daily minibar. Dinner at the 5.8 Undersea Restaurant is the one thing everyone books, and it is charged separately.

The InOcean Pool Villas stand in the lagoon about a kilometre from the main island, with their own restaurant and bar, Azzurro. They are 175 sq m with a 21 sq m infinity pool and a rooftop terrace, and the Deluxe InOcean Pool Villas 232 sq m. Angsana is known locally as Turtle Island, and the house reef is very good.

Lily Beach has built its name on the Platinum Plan, one of the most generous all-inclusive plans at this level. Deluxe Water Villas have a jacuzzi plunge pool and glass floor panels, and Sunset Water Suites a larger pool and a butler. South Ari is the best atoll in the Maldives for whale sharks.

Skip it if you want a large villa with a proper pool. These are smaller water villas with plunge pools.
At Moofushi all-inclusive is the only plan, so the price you compare is the price you pay for meals and drinks. The Water Villas and Senior Water Villas have glass floor panels and steps into the lagoon but no private pool. It is a calm, couple-focused island in South Ari, with whale sharks and mantas within reach.

Skip it if a private pool matters to you. None of the villas have one.
Meals and house drinks are covered everywhere on this list. These six things are where the plans really differ, and where the cost of the holiday changes most.
“Partly” means an allowance, such as one treatment, one cruise or a set number of excursions, often linked to length of stay. “Ask us” means it depends on the rate or season, and we confirm it in writing before you book. Plans change, so we check the current terms for your dates.
The plan name tells you very little. Two resorts can both sell “Premium All-Inclusive” and include very different things. These are the extras that most often surprise people staying in a water villa:
Underwater restaurantsUsually charged on top. OZEN LIFE MAADHOO is the exception, with M6m in the Indulgence plan.
Premium wines and ChampagnePlans include a set list. Bottles beyond it, and the best Champagnes, are extra.
In-villa diningOften included as food but with a delivery charge. Breakfast on your deck may cost extra.
Spa and divingOnly the most inclusive plans cover them. Others give one treatment or dive on longer stays.
Motorised water sportsJet skis, parasailing and speedboat trips are almost always extra.
TransfersSeaplane transfers are rarely in the plan, but we always include them in your quote.
Taxes and service chargeEvery Maldives bill carries service charge, tourism tax and green tax. Our quotes show them all.

Is all-inclusive worth it in an overwater villa?
Usually worth it if
You drink wine, cocktails or beer most days.
You are staying on a remote island where the resort is the only place to eat.
You want a minibar in the villa and lunch without thinking about the bill.
The plan includes excursions or a spa treatment you would book anyway.
You are travelling with older children or teenagers who eat and drink a lot.
You want to eat at the resort’s fine-dining or underwater restaurant most nights.
You plan to spend whole days away diving or on private excursions.
You are booking a short stay of three or four nights.
The resort’s all-inclusive excludes the restaurants you most want to try.

Families, couples and adults-only water villas

Water villas and children need some care: open water off the deck, steps and ladders, and sometimes age rules. Some resorts handle it well:

Can you get an all-inclusive overwater bungalow in the Maldives?
Yes. Many resorts sell their water villas on an all-inclusive plan, and at some, such as Cora Cora, Constance Moofushi and Kudadoo, it is the only way to stay. The plans range from house drinks and buffet meals to almost everything included, so compare what is covered, not just the name of the plan.
Which is the best all-inclusive overwater bungalow in the Maldives?
For the most inclusive stay, Kudadoo’s Ocean Residences and Soneva Jani’s Water Reserves with Soneva Unlimited. For an underwater restaurant in the plan, OZEN LIFE MAADHOO. For adults only, Hurawalhi. For families, Cora Cora’s two-bedroom Lagoon Pool Villas with Slide.
Is all-inclusive worth it in a Maldives water villa?
Usually, yes. Every resort is on its own island, so you eat and drink where you stay, and drinks, minibars and excursions add up quickly. If you drink little alcohol, half board or full board can work out better. See all-inclusive vs half board and all-inclusive for non-drinkers.
Are seaplane transfers included in all-inclusive packages?
Not usually in the resort’s plan. Soneva Unlimited includes shared seaplane transfers and OZEN LIFE MAADHOO includes the speedboat, but most resorts charge transfers separately. We include them in every quote so you see the full cost.
Is the underwater restaurant included on all-inclusive plans?
Almost never. 5.8 Undersea at Hurawalhi, Ithaa at Conrad Rangali and the other underwater restaurants charge separately. The exception is OZEN LIFE MAADHOO, where M6m is part of the Indulgence plan, with some limits for children.
Which all-inclusive water villas are adults only?
Hurawalhi takes guests from 15 years old, and Adaaran Prestige Vadoo is adults only. Constance Moofushi does not accept children under 12 in its water villas, and Cora Cora’s Duplex Lagoon Pool Villas sleep two adults only.
Are there all-inclusive overwater villas for families?
Yes. Cora Cora’s Two Bedroom Lagoon Pool Villa with Slide sleeps up to six, Soneva Jani has two and four-bedroom Water Reserves, and COMO Maalifushi’s two-bedroom Maalifushi Water Villa sleeps six. Ask about steps, rails and pool depth before you book with young children.
How much is an all-inclusive overwater bungalow in the Maldives?
It depends on the resort, villa type, season and length of stay, and rates change daily, so we do not publish live rates. Tell us your dates and who is travelling, and we will quote two or three all-inclusive water villas with transfers, taxes and the full list of inclusions.
